Trademarking a website?

i was told that i cant trademark a website's name and logo until its up and running and some term called "interstate commerce" which means someone has to actually log on from another state after the site is up. how the heck does that not sound backwards???!!! my purpose is to protect the site before it goes out. anybody know the truth?
